APPLICANT REQUESTS THAT:
His date of enlistment be changed from 30 Jan 43 to Dec 41.
His records be corrected to reflect the award of the
Presidential Unit Citation.
APPLICANT CONTENDS THAT:
His records only reflect one year of service; however, to become
a pilot he had to train for at least a year and then he served
in combat for a year. His records show service for only one
year, between 1944 and 1945.
He has a photo of a General pinning a Medal on his chest. He
was told it was the Presidential Unit Citation. This is not
reflected in his records.

STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 30 Jan
43.
The remaining relevant facts pertaining to this application are
contained in the memorandums prepared by the Air Force office of
primary responsibility (OPR), which are attached at Exhibit C
and D.
AIR FORCE EVALUATION:
AFPC/DPSIPV recommends denial indicating there is no evidence of
an error or an injustice. The applicants military records were
nearly destroyed in the fire at the National Personnel Record
Center (NPRC) on 12 Jul 73. With the severe constraints on
documentation, it is impossible to verify any service beyond
what is shown on the attached statement of service.
The applicant served in the Air Force Enlisted Reserve from
17 Jul 42 to 30 Jan 43. He became an Aviation Cadet on 30 Jan
43 and was discharged on 7 Feb 44 to be commissioned on 8 Feb
44. There is no documentation in his record to reflect any
military service prior to 17 Jul 42.
A complete copy of the AFPC/DPSIPV evaluation is at Exhibit C.
AFPC/DPSID recommends no action is required relating to the
award of the Presidential Unit Citation. After a thorough
review of the applicants official military personnel record,
they were able to verify the award of the Presidential Unit
Citation. It is listed on his Report of Separation (WD AGO Form
53-98) as Distinguished Unit Badge.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the
applicant on 19 Sep 14 for review and comment within 30 days
(Exhibit D). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinions and
recommendations of the Air Force offices of primary
responsibility (OPR) and adopt their rationale as the basis for
our conclusion the applicant has not been the victim of an error
of injustice. The Board took note that AFPC/DPSIDR was able to
verify the award of the Presidential Unit Citation and is listed
on his Report of Separation (WD AGO Form 53-98) as
Distinguished Unit Badge. Therefore, in the absence of
evidence to the contrary, we find no basis to recommend granting
the requested relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
